CHILLY WEATHER SPREADS
Temperatures averaging 2°C to 5°C below normal dominated North America from the Rockies eastward to the Atlantic. The mercury failed to reach 30°C as far south as central Tennessee. Subfreezing lows covered much of central and eastern Canada north of 50°N, and reached as far south as southern Ontario [COLD - Up to 7 weeks].

MODERATE RAINS CONTINUE
Between 25 and 100 mm of rain fell last week, with isolated heavier amounts of up to 200 mm reported. During the past 13 weeks, precipitation totaled 300 to 700 mm, yielding moisture surpluses of 50 to 250 mm. Locally higher excesses approached 450 mm [WET - Up to 13 weeks].

UNUSUALLY WARM WEATHER PREVAILS
Weekly departures of +2°C to +5°C covered much of Brazil, Paraguay, and northern portions of Chile and Argentina. Highs were generally in the thirties (°C) across Brazil and Paraguay, but readings remained in the twenties (°C) in northern Argentina. VERY DRY CONDITIONS DEVELOP

A FAVORABLY DRY WEEK
Little or no rain during the past week provided relief from unusually wet weather. Since the middle of March, 400 to 700 mm of rain have accumulated, yielding moisture excesses of 60 to 300 mm [WET - Up to 14 weeks].
8. Europe and Northwestern Africa:
WARM ANOMALY EXPANDS
Temperatures averaging 3°C to 9°C above normal dominated central and southern Europe and northwestern Africa while weekly departures of +2°C to +4°C prevailed across northern Europe. Highs exceeded 30°C as far north as the northern portions of Germany and Poland [WARM - Up to 4 weeks].
9. Western Russia and Northeastern Scandinavia:
UNSEASONABLY COLD WEATHER PREVAILS
Temperatures were 3°C to 6°C below normal across most of European Russia and northeastern Scandinavia, but subfreezing lows were limited to northern Russia and adjacent parts of Finland. The mercury failed to reach 20°C in northeastern Scandinavia and northern Russia while readings above 30°C were restricted to the southern fringes of the region [COLD - 2 weeks].
10. South Africa:
UNUSUALLY COLD WEATHER OVERSPREADS REGION
Unusually cold conditions, with temperatures averageing 2°C to 5°C below normal covered much of South Africa. Subfreezing temperatures prevailed across the interior, but the mercury remained above 0°C along the coasts [COLD - Up to 3 weeks].
11. Arabian Peninsula:
STILL UNUSUALLY HOT
Temperatures were 2°C to 5°C above normal, with highs generally in the forties (°C) and lows in the twenties (°C) [WARM - Up to 6 weeks].

Weekly departures of +2°C to +4°C dominated the Indian Subcontinent. Highs soared into the forties (°C) across most of India, except for the thirties (°C) along the southwestern coasts [WARM - Up to 4 weeks].

MOISTURE SHORTAGES PERSIST
Although torrential rains (100 to 200 mm) fell on the southern fringes of the region, weekly totals decreased sharply to the north, with little or no precipitation on Shaanxi, Henan, Anhui, and Jiangsu. Up to 500 mm of rain has accumulated during the last 8 weeks, but short-term moisture deficits of 50 to 300 mm dominated east-central China [DRY - Up to 6 weeks].
14. Indonesia and Southeastern Asia:
PRECIPITATION DEFICITS DEVELOP
Scattered moderate rains (25 to 100 mm) fell on most locations, but significant areas received little or none. Although 8-week precipitation totaled as much as 500 mm, short-term moisture deficits ranged from 50 to 300 mm across the region, with a few larger deficits in parts of Indonesia [DRY - Up to 8 weeks].
