The forecast calls for a moderate tilt in the odds favoring above average rainfall over much of the southern half of Ethiopia, southern and western Sudan, including southern Darfur. There is a slight tilt in the odds favoring below normal rainfall in central Sudan and northern Somalia. Climatology is expected elsewhere.
